Councillor Lowe called the meeting to order at 4:01 p.m.

Mayor Lowry joined the meeting at 4:00 PM.
Deputy Mayor Minnille joined the meeting at 4:00 PM.
Councillor Ferguson joined the meeting at 4:00 PM.
Councillor Holmes joined the meeting at 4:00 PM.
Councillor Lowe joined the meeting at 4:00 PM.
Councillor Souter joined the meeting at 4:00 PM.
Councillor Torrance joined the meeting at 4:00 PM.
Ken Kelly, CAO joined the meeting at 4:00 PM.
Jeanne Harfield, Clerk joined the meeting at 4:00 PM.
Casey Munro, Deputy Clerk joined the meeting at 4:00 PM.
Cory Smith, Director of Public Works joined the meeting at 4:00 PM.
Mike Williams, Director of Protective Services joined the meeting at 4:00 PM.
Tiffany MacLaren, Manager of Community and Economic Development joined the meeting at 4:00 PM.

Move item E1- Staff Reports "Purchase of New Fire Pumper" to the first item considered.

    THAT Committee of the Whole direct staff to bring back a report with actions/deliverables for Council’s consideration regarding:

    • Transportation
    • Connection (people/people, people/services, people/programs)
    • Seniors
    • Youth & Families

    In partnership, allyship, not duplication with organizations including but not exclusively: Public Health, OPP, Libraries, and Schools.

     AND THAT this report come to Committee of the Whole on February 20, 2024;

    AND THAT Members provide comments to staff by January 19, 2024.

  • transportation master plan
  • vision zero
  • traffic light upgrade and lifespan
  • future budget implications
  • Village traffic safety considered

Deputy Mayor Minille took over as Chair at 6:06 pm, Councillor Lowe resumed as Chair at 6:08 pm

STAFF DIRECTION - review vision zero strategies relevant to MM and how it could be implemented.

STAFF DIRECTION - bring back report following the approval of the Transporation Master Plan

    THAT Committee of the Whole recommend that Council authorize proceeding with sole source procurement purchasing of a Metro Star Fire Pumper through Dependable Fire Equipment for the approved sum of $900,000;

    AND THAT capital project surplus of $40,000 be reallocated from the following accounts: 2-210-0211-0288 and 2-210-0211-0289 to fund the remaining cost of the new pumper.
