Deputy Mayor Minnille called the meeting to order at 7:30 p.m.

    THAT Council receive the 2022 Almonte Drinking Water System Annual Report pursuant to the requirements of Ontario Regulation 170/03 under the Safe Drinking Water Act (2002) for information purposes.

    THAT Committee of the Whole recommend Council to approve the Mayors’ Monarch Pledge Workplan and direct Staff to implement the Workplan as presented;

    AND THAT Committee of the Whole recommend Council to approve $5,000 be funded through the Vegetation Management account to implement the Workplan;

    AND THAT Committee of the Whole recommend Council to endorse and sign the National Wildlife Federation Mayors’ Monarch Pledge.

    THAT Committee of the Whole recommend Council approve the Zoning By-law Amendment to amend the zoning of the subject lands which are legally known as Concession 12, Lot 6 (Pakenham), Pakenham Ward, Municipality of Mississippi Mills, municipally known as 816 12th Concession S Pakenham, from Rural (RU)  and Agricultural (A) to site specific Rural and Agricultural zones (RU-41 and A-45) in order to permit site specific provisions and to prohibit residential uses, similar in effect to the details in Attachment A.

    THAT Committee of the Whole recommends Council approve the directional plan for the completion of the Community Services Master Plan.

    THAT Council hold a special meeting to provide high level direction to the Community Services Master Plan Steering Committee; 

    AND THAT Council appoint a member of Council from each ward to the Steering Committee at the Special Meeting of Council.

    THAT Committee of the Whole recommend Council appoint the following members to a Steering Committee to represent the Municipality on the Carebridge Community Support housing development at 34 Victoria St; Mayor Lowry, Deputy Mayor Minnille and Councillor Souter.

Deputy Mayor Minnille resumed as Chair

Mayor Lowry provided a brief update about speaking at an upcoming Lanark Leeds Home Builders Association event.

Deputy Mayor Minnille provided highlights from the recent County Council meeting, including: Mayor's Monarch Pledge, Andrewsville Bridge, overview of trails, and Valley Heartland services.

Councillors Holmes and Souter provided highlights from the recent MVCA meeting including: managing the watershed due to large amount of snowfall and any potential flooding and awarding tender for the roof repairs to the Mill of Kintail.

Next meeting is schedule for April 26th. Councillor Torrance provided highlights from a recent meeting and information received regarding a pilot project for new technology for body and in car cameras for OPP officers in our area.

Councillor Lowe provided a brief overview from the recent Library board meeting.
