Deputy Mayor Minnille called the meeting to order at 6:01 p.m. and announced the absence of Mayor Lowry. 

Council stood for the playing of O Canada.

Council observed a moment of silent meditation.

The Clerk announced attendance with regrets from Mayor Lowry.

The Deputy Mayor thanked the retiring members of the Mississippi River Power Corporation Board, Paul Virgin and Garry Dalgity, for their time and dedication and presented them with certificates of appreciation. Deputy Mayor Minnille then welcomed the two new members to the Board, Patrick McNeil and David Goldsmith, appointed by Council on February 2, 2021.

Peter Simcisko, Managing Partner with Watson and Associates Economists Ltd. provided an overview of the Development Charges Amendment including the purpose of development charges, the update study and by-law amendment, changes to development charges eligible costs, comparison of current and calculated costs, interest charges, statutory exemptions, and the next steps.

    THAT the deputation by Peter Simcisko, Managing Partner, Watson and Associates Economists Ltd., re: Development Charges Amendment, be received for information.

Lorne Heslop, former Carebridge Board Member and Rob Eves, CEO of Carebridge, provide an overview of The Neighbourhood Tomato Community Farm and the potential of a partnership to develop a Farm Project. They gave a description of Carebridge, previous projects and initiatives, project elements and outputs, and funding opportunities.
