Mayor Lowry called the meeting to order at 5:30 p.m.

Council stood for the playing of O Canada.

Council observed a moment of silent meditation in honour of Margaret Duncan who recently passed away and was the first female Reeve of Ramsay and first female Warden at Lanark County, her presence in the community will be greatly missed.

Melanie Knight, Senior Planner, provided an overview of the zoning by-law amendment for 3232 12th Concession, Pakenham North. The Chair invited members of the public to comment. No one spoke.

Planning agents for the Municipality, Marc Rivet and Gabrielle Snow from JL Richards, provided an overview of the Official Plan Amendment and Zoning By-law Amendment relating to the Prime Agricultural Area Designation Review (LEAR). The Chair indicated that each member of the public had 5 minutes to make a statement and individuals may submit comments in writing to the Planning Department up until the time that the by-laws have been passed.  The following members of the public spoke:

  • Don Carmichael – concerned that the amendment may result in not being able to sever lots going forward. Opposed to the change to Prime Agricultural on his property.
  • Terry Scheel - Pakenham Ward landowner and concerns with soil capability, inaccurate provincial mapping, and land next to a housing development. Provided Council with a hard copy map in advance of the meeting for reference.
  • Daniel Cavanagh - Opposed the OPA 29 designation of his land to prime agricultural land and the scoring of his 2 acre lot. Also spoke on behalf of his parents Eldon and Nancy Cavanagh.
  • Alden and Patricia Rattew – Their land has been added since the March 2021 review. Their property is a 100 acre farm but majority of land he does not consider it as Prime Agriculture. Concerns regarding the devaluing property due to inability to sever lots. Request that their land be removed and if there is any compensation to land owners.
  • Deborah Weir - 638 Ramsay Conc. 1 (approx. 17 acres), concerns with the ability to sever property in the future and questioned the appropriateness of the designation of prime agriculture on the property.
  • Rob Rainer and Don Johnston - Speaking on behalf of Mississippi Madawaska Land Trust, concerns with Burnt Lands and ANSI and protecting the ecology.
  • Rod Merrithew - Lot 12 Concession 8 previous zoning was residential and it is now moving to rural agricultural questions how will that affect the use of his property.
  • Kurtis Wilson - Farmer in the community, submission of his soil report and LEAR report that was previously submitted to staff and consultants. Thanks the municipality for their work.
  • Steve Maynard – Questioned the ability to only make comments to council virtually. Concerned with LEAR process and data collected. Land designations (prime agriculture or agriculture) and the impact on property uses.
  • Sylvia Kornherr - President of the Four Corners North Association submitted a report in writing provided to Council in advance, current land classification of the lands from agriculture to rural and brining in other and potential conflicting uses of the land.
  • Valerie Wilkinson - Importance of the Burnt Lands and protecting it and concerns with bringing parts of that land into agricultural zone.
  • William Davidson – Importance of protecting the Panmure Alvar, ANSI lands and impact of Agricultural designation.
  • Bill Duncan – requested to postpone meeting to allow more discussion on LEAR and agricultural designation, concerns re: communication to rural residents and ability to sever property to build farm dwellings and the impact to the next generation farmers who need to live close to their farms.
  • Tineke Kuiper - Concerns with ANSI included as part of the LEAR and change to prime agriculture, protecting the ANSI lands and removing it from the LEAR.
  • Eric McClean - Martin St. North (White Tail Ridge) (Conc. 9E Part of Lot 20), currently half considered Prime Agriculture and now will change to Rural, asked about the ability for others to opt out.

Council took a recess at 8:05 p.m. and returned at 8:16 p.m.

    THAT Council receive the 2021 Annual Summary Report for the Almonte Drinking Water System pursuant to the requirements of Ontario Regulation 170/03 (Safe Drinking Water Act – 2002) for information purposes.

    THAT Council the new Mississippi Mills Awards criteria, process, and application form.

    AND FURTHERMORE THAT Council direct staff to advertise the awards for 2022 with a revised one-time nomination deadline of May 1st to allow 2022 recipients to be honoured before Council’s summer recess.

    WHEREAS on April 6, 2018, Canadians were heartbroken to hear the news of the Humboldt Broncos bus crash. Of the 29 passengers, 16 lost their lives and 13 will all bear physical and emotional scars for life; and

    WHEREAS on April 7, 2018, Humboldt Broncos defenceman Logan Boulet succumbed to his injuries. His parents, Bernadine and Toby Boulet offered to donate his organs as Logan told his parents he was registering as an organ donor as he was inspired by his coach and mentor Ric Suggitt, who saved six lives as an organ donor in 2017; and

    WHEREAS six lives were saved by Logan donating his organs and the news spread of the organ donation by this young hockey player, it is estimated that almost 150,000 people registered to become organ donors in the days and weeks that followed. To date, this is the largest number of Canadians registering to become organ donors in Canadian History due to one event – one person; and

    WHEREAS Green Shirt Day was created to honour, remember, and recognize all the victims and families of that fatal crash and to continue Logan’s legacy by inspiring Canadians to talk to their families and register as organ donors.

    THEREFORE, BE IT RESOLVED THAT we, the Council of the Municipality of Mississippi Mills, do hereby proclaim April 7, 2022 as "Green Shirt Day".

  • Resolution No105-22

    WHEREAS throughout our community, museums, art galleries, and heritage sites reflect our local history and culture and contribute to our development; and

    WHEREAS this month provides an opportunity to increase awareness of our community’s museums and celebrate the contributions these institutions make to quality of life, education, and economic development; and

    WHEREAS museums, galleries, and heritage sites welcome visitors and tourists to our community; and

    WHEREAS these museums, galleries, and heritage sites are valuable resources for education and learning, are important community hubs, and support our work for diversity and inclusion;

    NOW THEREFORE  THAT We, the Council of the Municipality of Mississippi Mills, do hereby proclaim May 2022 as “May is Museum Month” in Mississippi Mills, and encourage all residents and tourists to visit our local museums in May, virtually and in person depending on restrictions.

    WHEREAS the Province of Ontario has begun to lift Covid restrictions and vaccine passports are no longer mandatory;

    THEREFORE BE IT RESOLVED THAT Council direct staff to bring forward the Vaccination Policy – Coronavirus (COVID-19) for review in April.

    THAT By-law 20-015, being a by-law to remove certain lands described as Parts 1, 2 and 3 on Reference Plan 27R-11679, Plan 27M-34, from the part-lot control provisions of the Planning Act, in order to accommodate the development of two (2) semi-detached dwelling units, be read, passed, signed and sealed in Open Council.

    THAT By-law 22-016, being a by-law for the purpose of accepting a strip of land known as Part 20 on Reference Plan 27R-11753 into the municipal highway system be read, passed, signed and sealed in Open Council.

Councillor Dalgity - April 9 is Vimy Ridge Day to commemorate the 10,000 Canadian soldiers who lost their lives in WWI
