Councillor Guerard called the meeting to order at 1:02 p.m.

    THAT Committee of the Whole accepts the “Joint Cost Sharing Recreation Agreement with Beckwith & Carleton Place Status” report as information.

    THAT Committee of the Whole recommends Council receive the Terms of Reference for the Joint Cost Sharing Recreation Committee with Beckwith and Carleton Place with the following comments:

    1. Insert “annual” in Section B. e
    2. Section B. f insert “5 year review”
    3. Section B. d remove in its entirety
    4. Year end reconciliation – Budget versus Actual or based on previous years actual
    5. Section B. b reviewing and providing feedback on the budget with a mechanism for recourse
    6. Remove Section E. 5. b in its entirety
    7. Section E. 1 Composition membership shall be comprised of two (2) elected members of Council from each municipality as per the Procedural by-law
    8. Meetings shall be public
    9. Revise Section C to be “Communications Authority”

    THAT Committee of the Whole recommends Council approve the scope of work for a review of financial options for the agreement and the engagement of Allan and Partners to conduct the review;

    AND FURTHERMORE THAT Committee of the Whole recommends Council authorize the Mayor and Chief Administrative Officer to negotiate and execute the contract to engage the professional service.

    THAT Committee of the Whole recommends Council approve the engagement of a solicitor, at the choice of Beckwith Township, to perform a review of the arrangement for library services between Mississippi Mills and Carleton Place;

    AND FURTHERMORE THAT Committee of the Whole recommends Council authorize the Mayor and Chief Administrative Officer to negotiate and execute the contract to engage the professional service.

    DEFEATED

    The Chair stated the motion “THAT Committee of the Whole recommends Council approve a budget in the amount of $20,000 for Mississippi Mills’ share of the costs of professional services to be funded from reserves”, fell to the floor and did not come before the Committee.

ACTION: Mississippi Mills appointed representative of the Carleton Place Library Board to provide reports back to Council
