    THAT the Committee of the Whole recommend to Council that the following management staff be appointed to represent the Municipality as members of the Employer Bargaining Committee;

    • Chief Administrative Officer
    • Treasurer
    • Director of Roads and Public Works
    • Manager Daycare Operations
    • Recreation Manager

    AND THAT the Chief Administrative Officer and any other two (2) members present at the agreed upon date and time may commence bargaining on behalf of the employer;

    AND THAT the Employer Bargaining Committee may execute the collective agreement once ratified by the members of Canadian Union of Public Employees Local 4277.

Mayor Lowry provided a summary of the ROMA meeting including a Roundtable from municipal representatives around the province, discussion on the effects and results of COVID in small communities, presentation from Municipal Property Assessment Corporation (MPAC) regarding new assessments, Ministry of Natural Resources and Forestry (MNRF) provided advice and information on the 2019 flooding, policy updates including the code of conduct strengthening and Tile Drainage Act, and upcoming Association of Municipalities of Ontario (AMO) conference. 

Deputy Mayor Minnille provided highlights including support for flood mapping technology, proceeding with plastic reduction efforts, and renewing the Mayor's monarch pledge.

    AND THAT items #1 - Heather Phaneuf Resident of Mississippi Mills re: Proposed Stuart McLean Sign for Mill Street, item #3 - Ontario Federation of Agriculture re: Proposed Changes to Minister’s Zoning Orders and Planning Act, and item #7 -Town of Caledon re: Support for 988 - 3 Digit Suicide and Crisis Prevention Hotline, be pulled for further consideration.

    THAT Committee of the Whole recommend Council provide a response to Mayor Doug Black of the Town of Carleton Place regarding the Library agreement component of the Howard Allan Cost Sharing Agreement;

    AND THAT Committee of the Whole indicate that we need to afford the Mississippi Mills Library Board and Carleton Place Library Board time for discussion and when additional information is available it will be provided.
