Councillor Holmes called the meeting to order at 6:45 p.m.

Roads and Public Works

    THAT, the Committee of the Whole recommend that Council Direct Staff to authorize Enbridge to proceed with the works of relocating the natural gas main on Mill Street;

    AND THAT, the Committee of the Whole recommend Council provide pre-budgetary approval for these works in the amount of $33,228.00 plus HST.

    THAT, the Committee of the Whole recommend to Council to direct staff to initiate negotiations with the Township of Lanark Highlands with a goal to develop a long-term partnership for reciprocal Building Official services under the Building Code Act.

    THAT, Committee of the Whole recommends Council authorize the Clerk to execute an agreement with Intelivote Systems Inc. for the provision of internet/telephone voting for the 2022 municipal elections.

    THAT, the Committee of the Whole receive the New Procedural By-law for information;
    AND THAT, the Acting Clerk amend the draft Procedural By-law with the comments to be reviewed at the next Committee of the Whole Meeting.

Deputy Mayor Minnille reported the following updates from Lanark County;

  • On September 30th, 2021 Lanark County hosted a ceremony dedicated to the National Day for Truth and Reconciliation.
  • Lanark County Official Plan Amendment (OPA) 22 (Mississippi Mills Official Plan Amendment (OPA) 11) will be at the next County Council meeting Wednesday, October 13th for final approval.

Councillor Holmes provided the following highlights;

  • Only three (3) bids were received on the Shabomeka Lake Dam project, all exceeding the budget. They have decided on a phase-in approach to help optimize current funding. Phase one is currently out to tender, and there is a special board meeting on Thursday, October 7th, to discuss the results.

Staff advised Council that the budget meetings in the October calendar will be rescheduled to a future date.
